December 20, 1975 P. 3 ******** WOMAN'S DEATH PROBED City of Manitowoc police are invetigating the death of a Manitowoc woman whose body was found in a patio area in the rear of her south side home early Friday morning. The victim was identified by County Coroner James Powers as Mrs. Norma Duebner, believed to be in her 60's, who resided at 530 S. 30th St. Her husband, Roland, 70, a retired automobile mechanic, was being held in protective custody by police Friday. Powers said Duebner was incoherent and as in a apparent state of mental confusion. Mrs. Duebner, the former Norma Pehlke of Bowler, Wis, apparently died of hemorrhaging and shock. Powers said he ordered an autopsy later Friday by Dr. John Fodden, local pathoalogist. The victim had a deep laceration about three inches long to the left wrist which is believed to have been cut on broken glass in a door leading to the patio. There were also bruises and scrapes on the head and knees, Powers said. The body was found on its back in a fully clothed condition about five feet from the door where a considerable amount of blood was found among the broken glass and debris. There were no apparent signs of a struggle or fight inside the house, Powers said. Police were summoned to the scene shortly after 3 a.m. by a next door neighbor after Duebner came to the neighbor's door. Time of the death was placed at between 1 and 2 a.m. by Powers. The 10 to 15 degree outside temperatures apparently delayed the onset of rigor mortis, Powers said. The victim was married to Duebner in 1946 and they had no children, according to reports. Herald Times Reporter, Manitowoc, Wis. December 19, 1975 P. 1 ********* Duebner Charged In Death Roland Duebner, 70, was charged with manslaughter in the death of his wife, Norma, according to Manitowoc police. He is now being held in the Manitowoc County jail pending an initial court appearance this Monday. Authorities said Mrs. Duebner, about 60, died of a massive heart attack brought on by loss of blood, exposure and her emotional state. Her body was found Friday in the back yard of the family home at 530 S. 30th St. in Manitowoc. According to Detective David Egan of the Manitowoc Police, the decision to press charges was made late Friday afternoon after an autopsy was performed on the body by Dr. John Fodden. Mrs. Duebner had a deep laceration about three inches long in her left wrist which apparently was cut on broken glass in a back door. There were also bruises and scrapes on the head and knees. Authorities said there had been a family quarrel. Herald Times Reporter, Manitowoc, Wis. December 20, 1975 P. 1 ******** Judge Dismisses Homicide Charge Judge Harold W. Mueller granted a motion in Manitowoc County Court Branch 2 Friday morning by Dist. Atty. Tom Rusboldt for dismissal of a charge of homicide by reckless conduct filed against Roland V. Duebner, 70, of 530 S. 30th St., Manitowoc in connection with the death Dec. 19, of Duebner's wife, Norma, 66. Duebner originally was charged Dec. 22, with manslaughter, and demanded a preliminary hearing set at that time for this Friday morning. The amended charge of homicide by reckless conduct was filed by Rusboldt Dec. 30. The body of Mrs. Duebner, the former Norma Pehlke of Bowler, Wis., was found on its back in a fully clothed condition in the patio area about five feet from the rear door of the couple's south side home the early morning of Dec. 19. A considerable amount of blood was found among broken glass. The windows and frame for the windows in the inside rear door had been broken out and parts of the window frame and glass were found primarily on the inside of the house. Officer William Stenzel of the Manitowoc Police Dept. had responded to a call at 3:15 a.m., and according to the complaint filed when her husband was arraigned, Duebner led Officer Stenzel to the rear of the house where the officer observed the body. Police had been summoned by a next door neighbor after Duebner came to the neighbor's door. After Friday's dismissal action Rusboldt said "I think the substance of it is that there is no reason to believe or way to prove that Mrs. Duebner's death was caused at the hands of another human being. "After receiving the pathologist's report, and analysing the continuing investigation of the city police, and state crime laboratory, the only conclusion can be that Mrs. Duebner died from a massive heart attack brought on by a number of reasons," the district attorney continued. "Her heart was in very poor condition and a number of circumstances prompted the coronary at that time." Rusboldt reported. "Most important were the exposure to the elements, and the loss of blood caused by her severing the artery in her right arm, followed by a high degree of intoxication, her emotional state and bruising to her face and knees," the district attorney said. "There is no way to know whether or not the bruising was caused by another individual or by her attempts to get into the house." Rusboldt explained. "All indications point to a conclusion that Mr. and Mrs. Duebner were locked out of their house together and that Mrs. Duebner, in trying to force her way into the house, exerted and injured herself to the point which brought on the coronary." the district attorney said. "The original charge of manslaughter simply didn't fit any theory of what took place." Rusboldt stated. "The amended charge could have been sustained by some of the theories that we had regarding the incident, but none of them can be proven and the autopsy report did not substantiate criminal activity." Rusboldt stated. Herald Times Reporter, Fri. 9 January 1976 ******** (Norma Duebner/4 Sep 1907/Dec 1975/SSDI) [d. 12-19-1975/age 66 yrs./wife of Roland V. Duebner]
